Donora man pleads guilty to drug trafficking and firearm charges

A Donora, Pennsylvania resident has admitted guilt in federal court to charges related to drug trafficking and illegal firearm possession. The announcement was made by Acting United States Attorney Troy Rivetti.

Tre Robert Goins, aged 31, pleaded guilty before Senior United States District Judge Joy Flowers Conti. The charges include possession with intent to distribute fentanyl and cocaine, and possession of a firearm and ammunition as a convicted felon. Goins is also facing an additional charge related to possessing a firearm during a drug trafficking crime, for which he will go to trial in August 2025.

The court heard that on May 24, 2024, Goins evaded a traffic stop initiated by the City of Duquesne Police Department. A high-speed chase ensued, ending when Goins crashed his vehicle. Law enforcement recovered fentanyl, cocaine, and a stolen loaded firearm from the vehicle. Goins has previous felony convictions involving firearms, making it illegal for him to possess them under federal law.

Sentencing is scheduled for October 22, 2025. The potential maximum sentence includes up to 20 years in prison and fines reaching $1 million. Sentencing will consider the seriousness of the offenses and Goins’ criminal history.

Assistant United States Attorneys Kelly M. Locher and Katherine C. Jordan are handling the prosecution on behalf of the United States government. Until sentencing occurs, Goins remains in custody under the supervision of the United States Marshals Service.

The investigation was conducted by multiple agencies including the Bureau of Alcohol, Tobacco, Firearms and Explosives along with police departments from Clairton, Duquesne, and Elizabeth Township.

This case falls under Project Safe Neighborhoods (PSN), an initiative aimed at reducing violent crime through collaboration between law enforcement agencies at various levels and community groups. This program emphasizes building trust within communities while supporting organizations that work toward violence prevention.
