Former fiscal manager sentenced for wire fraud against children’s advocacy center

Angela Saar, a former fiscal manager for the Children’s Advocacy Center of Northeastern Pennsylvania (CAC/NEPA), has been sentenced to 366 days in prison for wire fraud. The sentencing, handed down by Senior United States District Judge Malachy E. Mannion on May 29, 2025, also includes three years of supervised release.

Acting United States Attorney John C. Gurganus stated that Saar engaged in fraudulent activities from November 2018 to June 2022 while working at CAC/NEPA. The organization, established in 1998 as a private non-profit entity, focuses on child abuse and neglect assessment and treatment. During her time there, Saar diverted funds from the organization’s bank accounts into her personal accounts through various fraudulent means. These included false mileage reimbursements and inflating her bi-weekly paychecks.

The court ordered Saar to pay $411,940.11 in restitution to CAC/NEPA. She had also defrauded another charitable organization in Lackawanna County but settled restitution before her sentencing. Saar is required to report to the Bureau of Prisons by June 20, 2025.

The investigation was conducted by the Federal Bureau of Investigation’s Scranton Resident Office of the Philadelphia Division, with Assistant U.S. Attorney Luisa Berti prosecuting the case.
