Illinois man indicted on charges related to production of child pornography

A federal grand jury has indicted Stephen Dalton Fleming, Jr., 49, of Creve Cour, Illinois, on charges related to child exploitation. The indictment was announced by the United States Attorney’s Office for the Middle District of Pennsylvania and includes allegations of producing child pornography, online enticement, and committing a felony sex offense while required to register as a sex offender.

United States Attorney Brian D. Miller stated that the indictment alleges Fleming enticed at least one child between January 1, 2025, and February 12, 2026, in Pike County, Pennsylvania. According to Miller: “Fleming enticed at least one child to produce child pornography by engaging in sexually explicit conduct so that those acts could be memorialized and shared online.” At the time of these alleged acts, Fleming was under lifetime supervision for a previous federal felony involving a minor.

The investigation was conducted by Homeland Security Investigations. Assistant U.S. Attorney Luisa Honora Berti is prosecuting the case.

This case is part of Project Safe Childhood, an initiative launched in May 2006 by the Department of Justice to address child sexual exploitation and abuse. The program brings together federal, state, and local resources to locate offenders and rescue victims. More information about Project Safe Childhood can be found at www.usdoj.gov/psc.

If convicted on all counts under federal law, Fleming faces up to life imprisonment as well as supervised release after imprisonment and possible fines. Sentencing decisions are made by a judge who considers federal statutes and sentencing guidelines.

It is important to note that indictments are only allegations; all defendants are presumed innocent unless proven guilty in court.
