Inmate at USP Canaan receives additional five-year sentence for drug smuggling attempt

Julian Beavers, a 39-year-old inmate at the United States Penitentiary in Canaan, Pennsylvania, has been sentenced to five years in prison for attempting to distribute drugs within the facility. The sentencing took place on November 14, 2025, before United States District Court Judge Malachy E. Mannion.

United States Attorney Brian D. Miller stated that correctional officers at USP Canaan intercepted a large manilla envelope containing papers soaked with fentanyl, marijuana, and xylazine on April 13, 2023. The package was addressed to Beavers and was discovered during routine mail inspection.

Investigators determined that Beavers conspired with individuals outside the prison to have the drugs packaged and mailed into the facility. The intention was for Beavers to use some of the drugs personally and distribute the rest among other inmates.

At the time of this incident, Beavers was already serving a 130-month sentence imposed by a federal court in Buffalo, New York for possession with intent to distribute and distribution of heroin and fentanyl. The new five-year sentence will be served consecutively to his existing term.

The investigation was conducted by the Bureau of Prisons and the Federal Bureau of Investigation. Assistant U.S. Attorney Jenny P. Roberts prosecuted the case.

Miller, on April 13, 2023, while sorting incoming mail, correctional officers at USP Canaan, Waymart, Pennsylvania, intercepted a large manilla envelope containing papers soaked in fentanyl, marijuana and xylazine ultimately destined for Beavers. Investigation revealed that Beavers conspired with other individuals outside of the facility to have the drugs packaged and shipped into the prison for his own personal use and for distribution.”
