A federal grand jury has indicted Primativa Soto-Martinez, 35, of New York, and Forrest Gilmore, 30, on charges related to contraband offenses at the Federal Correctional Institution-Schuylkill in Schuylkill County, Pennsylvania. According to United States Attorney Brian D. Miller for the Middle District of Pennsylvania, the indictment alleges that on or about July 6, 2025, Soto-Martinez provided and attempted to provide Gilmore with two bundles containing buprenorphine, which is classified as a Schedule III controlled substance.

The investigation was conducted by the Federal Bureau of Investigation (FBI) and the Special Investigative Service of the Federal Bureau of Prisons. Assistant United States Attorney Tatum R. Wilson is leading the prosecution.

If convicted, both defendants face a maximum penalty under federal law of five years in prison, supervised release after imprisonment, and a fine. Sentencing decisions will be made by a judge who will consider federal sentencing statutes and guidelines.

“Indictments are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court,” stated the U.S. Attorney’s Office for the Middle District of Pennsylvania.
