Harry Dallas, 44, of Philadelphia, was convicted on Mar. 31 at trial for manufacturing child pornography after he videorecorded himself engaged in sex acts with an underage girl, according to United States Attorney David Metcalf.

The case highlights ongoing efforts to address child sexual exploitation and the abuse of vulnerable minors. Prosecutors said Dallas encountered a runaway teenager in Center City in June 2023. The girl had been missing from her home state for several weeks and lacked money or shelter, which Dallas used to his advantage.

Evidence presented at trial showed that Dallas drove the 15-year-old to his home in Northeast Philadelphia, where he sexually abused her over several days and filmed videos of himself with the minor engaged in various sex acts. He also took explicit photos of her, including one depicting the girl fully nude and asleep. Authorities said Dallas used a cellphone to create these recordings.

In 2024, FBI agents executed a search warrant on Dallas’ cloud-based account and found the videos and images taken during June 2023. Sentencing is scheduled for June 8; Dallas faces up to 90 years in prison if given the maximum penalty.

The prosecution was part of Project Safe Childhood—a Department of Justice initiative launched in May 2006 that coordinates federal, state, and local resources to locate offenders who exploit children online and rescue victims. The case was investigated by the FBI and prosecuted by Assistant United States Attorneys Justin Ashenfelter and Amanda McCool.
