A serious legal battle is unfolding in Delaware County, Pennsylvania, where a plaintiff has filed a lawsuit against a local community organization. The complaint was filed by Raymond Croumbley on November 6, 2025, in the Court of Common Pleas of Delaware County against the Community Action Agency of Delaware County Inc., along with other associated entities.

According to the complaint, Raymond Croumbley alleges that he sustained severe injuries due to negligence on the part of the defendants. The incident occurred on April 9, 2024, at a shelter operated by the defendants located at 6310 Market Street, Upper Darby. Croumbley claims that a defective gate in the kitchen area caused his injuries. He accuses the defendants of failing to maintain safe premises and allowing a dangerous condition to persist. The lawsuit asserts that this negligence directly resulted in significant harm to Croumbley, including multiple disc herniations and carpal tunnel syndrome.

Croumbley’s attorney, David B. Sherman from Solomon, Sherman, Gabay Briskin & Sherman law firm based in Philadelphia, argues that the defendants had ample opportunity to address and rectify the hazardous condition but failed to do so. The complaint states that “the dangerous and defective condition at the aforesaid premises had existed for a sufficient period of time such that all Defendants had actual and/or constructive notice of the defect(s).” Furthermore, it alleges violations of various statutes and codes related to property safety standards.

The plaintiff seeks judgment against all named defendants for damages exceeding $50,000. This amount aims to cover medical expenses incurred due to his injuries as well as compensation for pain and suffering endured both presently and potentially in the future. Additionally, Croumbley claims loss of earnings capacity resulting from his physical impairments.

The case is being presided over by Judge Solomon with identification number 36437 under Case ID NO in Delaware County’s judicial system. Representing Croumbley is attorney David B. Sherman from Solomon, Sherman, Gabay Briskin & Sherman law firm.
