Two Pennsylvanians indicted on federal election fraud charges spanning two presidential cycles

Two Pennsylvania residents have been charged in separate cases related to election fraud offenses, according to an announcement from United States Attorney David Metcalf. The charges involve alleged voting violations connected to the 2020 and 2024 presidential elections.

Matthew Laiss, 31, of Bethlehem, Pennsylvania, faces one count of voting more than once in a federal election and one count of voter fraud. According to the indictment, Laiss was registered to vote in Ottsville, Bucks County until August 2020 before moving his primary residence to Frostproof, Florida. After relocating, he obtained a Florida driver’s license and registered to vote in that state.

The indictment states that in October 2020, the Bucks County Board of Elections sent a ballot for the November general election to Laiss’s former address in Ottsville. On or about October 31, 2020, Laiss allegedly filled out and returned this Pennsylvania mail-in ballot with votes for President and Vice President. The indictment further alleges that on November 3, 2020, Laiss voted again at a polling location near Frostproof, Florida for the same offices.

If convicted on each count of the indictment, Laiss could face up to five years imprisonment per count, three years supervised release per count, and fines ranging from $10,000 to $250,000 per count.

The FBI investigated this case with assistance from the Pennsylvania Department of State. Assistant United States Attorney Mark Dubnoff is prosecuting.

In a separate case related to the 2024 presidential election cycle, Miya Pack, 39, of Philadelphia has also been charged by indictment with one count each of voting more than once in a federal election and voter fraud. The indictment alleges Pack has been registered to vote in Bergen County, New Jersey since about 2004 and also registered in Philadelphia County since about 2016.

According to prosecutors’ allegations outlined in the indictment: “on or about October 26, 2024,” Pack voted early in person at Teaneck, New Jersey for President; then on Election Day—November 5—she allegedly cast another ballot at a Philadelphia polling place for President as part of her participation in the general election.

Pack faces identical maximum penalties if convicted: up to five years imprisonment per charge; three years supervised release; and fines between $10,000 and $250,000 per charge.

The FBI investigated this case as well with help from both Bergen County’s Office of Superintendent of Elections (New Jersey) and Philadelphia City Commissioner Seth Bluestein’s office. Assistant United States Attorney Nancy Potts is handling prosecution duties.

Both indictments emphasize: “The charges and allegations contained in the indictments are merely accusations. Every defendant is presumed to be innocent unless and until proven guilty in court.”
